I have had many doctors for my right hand. DR Chen explained everything step by step in great detail. Gave me all my options and made suggestions but I never felt pressure to do anything I didn't want to. I didn't feel like I was being treated by military medical. I felt i was being treated by a caring human-being who only wanted the best for me and my outcome. I've had a terrible experience before and after DR Chen, but he was the exception. Civilian, or military, i'd request him.
