Conduct unbecoming a healthcare professional

We are a couple, with me (male) living in NC and her living overseas. We scheduled an online session with Heather to inform her about our long-distance situation. At the very last minute, she told us she would not work with people outside of the state despite accepting the assignment and allowing us to schedule the first session. When confronted during the live session on video, she had a smirk on her face and looked utterly disinterested. When confronted about that conduct, she became defensive and rushed to start taking notes on her computer and stopped paying attention to what we had to say. I find this conduct unfortunate and disturbing.
